Local Printer option grayed out when trying to install printer on remote desktop

We have a SBS 2003 domain. We use Windows 2003 server as a terminal server for remote connections. We cannot setup printers for the users on the terminal server-the local printer option is grayed out. Administrators can setup printers with no problems.

What permissions do we need to set on the terminal server in order to allow users to setup printing?
