Addition DC is not performing DC Role

I have a domain i.e. windows 2000 based with two domain controllers. My additional domain controller is generating following warning in File Replication Service Log.
Event id: 13508
Source: NTFRS

The File Replication Service is having trouble enabling replication from \\ to BAHRIADB for c:\winnt\sysvol\domain using the DNS name \\ FRS will keep retrying.
 Following are some of the reasons you would see this warning.
 [1] FRS can not correctly resolve the DNS name \\ from this computer.
 [2] FRS is not running on \\
 [3] The topology information in the Active Directory for this replica has not yet replicated to all the Domain Controllers.
On my first domain controller the following information are generate in File Replication Service Log
Event ID: 13501
Source: NTFRS
The file replication service is starting.  
I m running DCDAIG command on first domain controller its showing the following error
Error: no record of file replication system, sysvol started.
The active directory may be prevented from starting.
&&hunain passed test frssysvol
So the main problem is that my additional domain controller isnt performing the additional domain controller role. When I execute the command i.e. net share on my additional domain controller, so I havent share the netlogon and sysvol
