troubleshooting Question

Is there a way to use Net framework 2.0 to read a files time/date stamp then do some calculations...

I have a digital signage board which I can create web pages to be displayed on a couple LCD's.  This product supports HTML, .NET Framework 2.0 (only) or ASP scripts in .aspx format only.  What I would like to do is have code that will connect to one of my servers and go to a specific directory to a certain file which is always updated by an interface (i.e running logfile).  I would like to read this file's time and date stamp and compare it to the current system's time and date.  If the file's time is behind the system time by more than 15-30 minutes, I would like a message to be painted on the screen that this file is outdated as of that time and date, if not I would like it to say that it is current as of that time and date.  This would need to run every 15-30 minutes.   I have some web programming experience, C, Java,  but have not done in a while.
