Vista - Virtual Store interfering with application

I am running Windows Vista. I have an application that keeps a license file inside the C:\ProgramData\<program> folder. When I license the program it licenses like it should and the license file is created where it needs to go. But, if I delete the license file and try to license the program again the program keeps the license information, but the license file is not created where it is supposed to go.

Windows Vista is placing the license file into an alternate location, which is:

C:\Users\John\AppData\Local\VirtualStore\ProgramData

For some reason, Vista wants to place the license file into a Virtual Store. How do I tell Vista to stop doing this? Also, this seems to be a default behavior of Vista. Why?

I am also running in Admin Mode and I am an administrator. The machine is in workgroup mode.

Please let me know how to turn this off so that the program will work correctly.
