Client will not create printer port on server

I have a remote office using Terminal Services to connect to a Windows 2003 server.  Both Windows 2000 Pro and XP Pro are used on the client PC's. They will not create a TS printer port on the server.  The printers being used are HP2200 and HP2300.   This works from my office using Windows 2000 Pro.  I have manually loaded the drivers on the server.  I have set the drivers to HP Laserjet II on the PC's and  the serverto make sure they match. I have checked printers under local devices on the  RDP connection properties.
