New Email Menu Bar Outlook 2003

Experts,

I have a user that cannot see any items in the menu bar when he goes to create a new email.

He cannot see file, edit, view etc. I'm able to move the menu bar around but it's just blank and i'm unable to customize the bars as it's grayed out in the new email.

The bars are fine in his Main OUtlook page but not when he replys to a new email or create a new email.

Please let me know if there is a way to reset the menu bar in new emails thanks
