Cannot Send Mail over certain Limit

Few of our users cannot send mail over certain size(above 2mb).  I checked their Mailbox size and limit and they both seem fine.  I even increased the limit size to 100000 mb.  Still they would get this error.  One thing I notice is people who are getting this are all Managers.  I am using Exchange 5.5 on NT and End users are using Outlook 2003.  Other users are able to send the same kind of mail with same or bigger size attachments.  Where as these users are getting the following error:

      Christ  Ron on 10/24/2007 9:00 AM
            Either the message size exceeds the maximum allowed for the recipient or transport, or you have exceeded the storage limit on your mailbox.
            MSEXCH:MSExchangeIS:NAORL:NAEX

I tried restarting the exchange server, Antispam server but didnt make a difference.  I also check our antimspam settings just to see if it is stopping anything( we use Symantec BrightMail).  But nothing was found there.  Can you please assist me in solving this issue.
