Local Security Policy

How can I unlock the local security policy on my network server.  It is not a DC.  I have logged in both as local administrator and net admin.  I still am unable to edit these policies

Do you have GPOs taking affect?

I have the "Local Audit Policy" set to No auditing for "audit object access" in the default Domain Policy, but it is not filtering down to the other servers.   One server is set to audit failures and another is set to seccess, failures.  I can not change them.
