Loopback Processing of GPO

Ok, I have a Citrix server that I'm trying to lock down via GPO to restrict access to the local (server) HDD's. I am trying to have this policy applied to certain users on THIS server only (I don't want it to be system wide). I know I can do this via GPO Loopback processing - however - I can't get it to work.

Here's the part I don't understand: the "Hide specified drives" GPO setting is a User setting - not Computer. What OU's do I set the policy up on? I found another post on EE that explained to link the GPO to the container that has the machine in it. But when I do that it doesn't work - the policy isn't applied to my users, b/c it's a USER config. It seems like a catch 22 and I just want to get this to work. Maybe I missed something?
