How to setup Windows 2003 Terminal Server

I have a Windows 2003 Server running an SQL database. We have a support person who needs access to the server remotely to manipulate the database program. My plan is to setup and provide a VPN connection into the network and then allow this person to access the server via Terminal Server using RDC. I am not that familiar with setting up Terminal Server but I have done this once some time ago
- I recall setting up this standalone server (not using AD) as an application server. I recall using "per user" option.
- I also want to note that there will be, at most, 2 users who need to access this server. Perhaps I could just use the 2 built-in Administrative access licenses.
Please assist with options and/or recomendations how to setup the Terminal server
