have a read of this
http://www.microsoft.com/windowsserver2003/howtobuy/licensing/tscaltransfaq.mspx
example of transition cals
you have 20 xp workstations, you want to now run a new 2003 terminal server, as you have allready bought the 20 XP clients, MS will give you a discounted price to transition them to Terminal server. To the best of my knowledge thats it, however as this is a sbs group and you cannot run Terminal server on an SBS machine, i am not sure if it fits your scenario. Although SBS can be a licencing server for a member server that is a Terminal serve.
Hope that helps. as i am not 100% on the subject but thats it as i see it.
The transition pack is Microsofts system to move people into their standard server products after they have grown too large for Small Business Server. When you install the transition pack it will conver your licensing int the full fledged products. If you would like to move Exchange off of the domain controller you will require another copy of Server 2003. To run the transition pack, you place the CD in the drive and run setup. I will prompt you for a new license key which will be your new key for the existing server install. After the reboot the server will say Server 2003 Standard and you will be able to make trusts, move exchange, and have more clients.
Hope that is a start, do you have any specific questions?
Shawn
The first one I did I forgot to get the extra server 2003 license, quite embarassing!

TechSoEasy, because I saw them at dirt cheap prices, I am always out there looking for bargains  :)
Ah... now it makes sense... well just so you know... Transition CALs are essentially Add-on's to Regular SBS CALs.  So they don't do you one bit of good by themselves.

Just like they say... "If it looks too good to be true..."  :-)

Thanks to all ..
Thanks for the points, although i am a little baffled as all i offered was an incorrect answer.
As this is the SBS zone i would be happy for Jeff, to adjust my points to go to wingtesl as his answer was the correct answer.
Well so far everyone except the person who really should have received the points has been awarded them.
DuffyS40 i am wondering why you didnt award the points to wingatesl as his answer was correct and Jeff only confirmed that and corrected me.
If you dont award correctly then experts will be less likley to want to assist you in the future.
