I am trying to remove/delete an Organization Form Folder under Public Folders Exchage 2003

I need to delete remove an Organizational Form Folder under the Public Folders EFORM REGISTRY folder.  Everytime I click on the folder (which i created a day ago) and I choose the delete option, It asks me if I am sure i want to delete it and i click Yes. Then I get the error message.  

The requested operation is forbidden.

Try the following steps:

1.      Right-click My Computer, and then click Manage.
2.      Double-click Services and Applications, double-click Internet Information Services, and then right-click Default Web Site.
3.      Click Properties, and then click the Web Site tab.
4.      Click the arrow in the IP Address box, and then click the first IP address assigned to the network card.

To identify the first IP address assigned to the network card, follow these steps:
a.       Click Start, point to Settings, and then click Network and Dial-up Connections.
b.       Right-click Local Area Connection, and then click Properties.
c.       Click Internet Protocol (TCP/IP), click Properties, and then click Advanced.
d.       Take a note of the first IP address listed under IP addresses.
e.       Click Cancel three times.
5.      Click OK to close the Default Web Site Properties dialog box.
6.      Reopen Exchange System Manager, and then expand Public Folders.
Just for further information, I have found that these are the causes:

"      There are multiple Web sites (virtual servers) configured on the Exchange computer.
"      The network adapter is assigned multiple IP addresses.
"      The IP address assigned to the default Web site is not the first address assigned to the network adapter.
"      A host header entry exists that has an IP address that does not exist.

I looked at the steps you sugguested but this server only has one IP address assigned to it.  I still went ahead and selected it under the default website and restarted the Exchange System Manager.  I am still getting the error message when i try to delete the folder...

apcoexch, you might look at the following article:

They refer to permissions of the Exadmin director, but also check the Public directory, the options/permissions referred to in the article should be the same for public.
I have looked into that KB article and another KB article regarding the SSL in the Exadmin site but neither one of those has helped me...   I looked in other forums but have not been able to find an answer.   That's why I decided to post the question.
I loaded a MAPI editor from the Exchange Support Tools and then opened the public folder store.  I was able to delete from with in the editor.  Then the folder delete was replicate to the other exchange servers and problem solved. The MAPI editor is MFCMAPI.exe good tool.
