How to reinstall Microsoft Exchange

I'd like to install my complete Microsoft Exchange Server, because of a major issue of the unterlying Operation System (2003 Standard Server). The OS itself has the issue that it is no longer possible to add/remove programs. OS claims that even Administrator or any other new user with Administrator privileges has not the right to add remove windows windows components. Even "msconfig" cannot be executed due to this issue.

Unfortunately I did not found any solution to solve my OS issue, so I decided to re-install my entire MS-Exchange Server. I did not found any instruction from MS to reinstall the entire server. Does anyone have an idea?
