Problems with Encryption Keys in Report Server

i am trying to integrate sql report server with MOSS 2007.  in the process of trying to get the integration to work, it seems that i have messed something up with the encryption keys.

when i  go to Encryption Keys in the Reporting Services Config Manager, the Backup and Change buttons are disabled.  Restore and Delete are not disabled.  I have tried using Restore and pointing it to my backup of the encryption keys, but it fails
"The encrypted value for the "LogonCred" configuration setting cannot be decrypted"

if i click the Delete button, nothing happens.

i have tried following these instructions for re-creating the keys:

but i'm stuck here:
"a.  Start the SQL Server Surface Area Configuration tool and click Surface Area Configuration for Features.
b. Select Reporting Services.
c. For Web Service and HTTP Access, clear the checkbox Enable Web Service and HTTP Access."

because i do not see "Reporting Services" in the Surface Area Config for Features.

how do i resolve this issue?
