Access is denied to Group Policy Editor (GPEDIT.MSC) in XP Pro SP2.

On an XP Pro SP2 maching, I was trying to create a group policy and then deny read permissions to "administrators" accounts. I wanted to make a few more changes to the policy, so I re-enabled full control to "administrators" and am now getting the error message "Group Policy Error - You do not have permissions to perform this operation. Access denied."

Any suggestions on what happened here and how to fix?
