Can you prevent end-user from using/tweaking Screen Saver

I have an end-user who is being harrassed at work int he most childish way - others changing her screen saver (text style) to make harrassing statements ('you suck' etc.). Truly childish.
I have to find a way to keep the screen saver on, but lock it from being altered.
Maybe a third-party plug-in?

if you are in an active directory domain you may want to use group policy as it can be applied to multiple computers. Or if you want to just do it on that one computer ...
Start->Run type gpedit.msc
Click OK
User configuration->User Configuration->Administrative Templates->Control Panel->Display

Adjusting the policies within that you can hide the tab like bmsjeff suggested or change the screen saver option

Not in an Active Directory; knew that answer and sure wish I was. It would have been much easier, wouldn't it?
