WLAN HotSpot -- Need required "user agreement" & Advertisements page

I want to setup a free Wireless (802.11b/g) HotSpot in a common area outside of my office.  I am going to provide the service for free, but the Internet access itself will cost upwards of $100 a month.  I don't want to charge for use of the Internet access, but want to be able to recoup some of the money that it will cost to run it.

What I would like to do is allow the users to connect and have a "Home Page" that they are required to view.  That Home Page will have a user agreement and some ads that will pay for the cost of the Internet access.

Basically, I am looking for something like the Nomadix devices (http://www.nomadix.com/products/), but without the cost.  I also found SputnikNet Express (http://www.sputnik.com/products/snet/sputniknet_express.html), but would like to be able to customize the main page to include the user agreement and ads, but don't want the monthly cost.

Any ideas?
