Crystal Reports instr formula not working correctly

if instr({TBL_NOTE.NOTETEXT},"Problem Resolved")=0 then resolved:=false else resolved:=true;
if resolved=true then "Resolved" else "Not Resolved"


this formula is grouping some items in Not Resolved that are showing "Problem Resolved" in the NOTETEXT field.  why is it not finding the phrase in the field?
