How do you set the background color for Master Pages and Content Pages without using tables

I am working on a web site built with Master Pages and Content Pages.  I am trying to set the background color from the Master Page but the only way I can seem to accomplish that is to use tables and when I do that I then have to go back and reformat everything.  If I select the Content Place holder then right click the place holder, the Style option is grayed out.  If I select the background below the content place holder and change the color, all I get is a single blue bar at the top of the screen.  Any ideas on how to do this is greatly appreciated.
