troubleshooting Question

Split Local/International traffic with 2 ADSL accounts

My aim is to use 2 ADSL accounts on one line, 1 being for international the other for local traffic. Reason being the cost of the local account is FAR less than the other.
The local account is for VPN, local email etc and the other for Web and other Email.

I have tried using the local account on the router and a PPPOE dial-up on the pc but realised that the dyndns client on the router cannot update (non-local).
I have tried setting up Route Sentry/RAS PPPOE but I'm confused as to how i would get 2 adsl "dial-ups" running at the same time, XP does not allow this. Also RAS PPPOE wil not install saying "could not find any adaptors exposed by the PPP over ethernet protocol"
