Bad_Pool_Caller when accessing recovery console or reinstall

I started gettting the error message that \windows\system32\config\system file was either missing or corrupt.  So I tried to repair the file.  Anytime that I either try to access the recovery console or try to reinstall Windows I get a BSOD with Bad_Pool_Caller.  I have tried all of the suggestions concerning bad memory.  I have tried different amounts of memory and different chip and nothing changes.  It simply will not go into recovery console or allow a windows reinstall.  Everytime it tries to access or look for an existing windows installation it gives the BSOD with Bad_pool_caller.
