DNS suffix don't update

Windows 2003 DNS server is unable to retrieve IP adresse for a certain suffix.  This seems to happen once every week or 2.  To fix the problem, we need to manually delete the entry in the DNS server cache.  When problem occur, if we force our pc to connect to a previous Windows 2000 DNS server, it works good.  TTL of site in this suffix is very short and we have lots of traffic on it.  (
TTL from 55 sec to 295 sec).  Adress with a longer TTL keep working when DNS suffix stop updating.  

(BTW suffix is gouv.qc.ca)

Can you provide an example FQDN that's failing.
Have you examined the cache to determine what it contains at the point this fails?

the FQDN that's failing is everything under gouv.qc.ca here's couple of example
 
www.etatcivil.gouv.qc.ca
www.registrefoncier.gouv.qc.ca
www.mamr.gouv.qc.ca
 
in most of the case the DNS doe'nt contain any information because theire TTL is very short.

We applied this kb (workaround #2)  As problem occur once every week or two, I have to wait before saying if this fix works for our problem.

This workaround did not work.  We added another DNS fowarder (4.2.2.2) in our setup and the problem did not comeback since...
