Hand Cursor's tooltips when mouseover on target + flash

Hello Experts,

I am new in creating flash. May i know how to create the tooltips under the hand cursor when user mouseover on the target?I am using map where when mouseover to particular state, the hand cursor will display tooltip "Please Click".
I am headacne abt that.
Can i have any sample to refer?
Appreciate if can help me.
