Is there any API or such that allows you to put 3D graphics in a web page?

What type of 3D graphics are you referring to? A JPEG can be a 3D graphic and you need no API to put that on a page. You can also simulate 3D in Flash and Java without an API. Could you be more specific as to what you are trying to do?

I guess like opengl in java? So if the end user has a 3d graphics board, java is smart enough to know to take advantage of it? Does it work like that?

I honestly do not know the answer to that. Maybe try the Java or Flash zones. Sorry I couldn't be more of assistance.
