DVD and CD not functional

All DVDs and CDs have stopped functioning after installing some Pinnacle software.
They report - Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)
I have tried different internal drives in the same slot and different external drives through the USB. All give the same error.
If I reboot in Linux it is fine. If I run diagnostics when booting up, they run fine.

Try this utility(http://www.dougknox.com/xp/scripts_desc/xp_cd_dvd_fix.htm) if it doesn't fix it try removing the upper and lower filters as described in this link http://support.microsoft.com/kb/314060.
