How do I test a website hosting server (as in simulate 100 users online at one time)

I am looking into one of these cheap hosting packages for my website, like 300gb space with 3000 gb  bandwidth, but, as always, you get what you pay for, and it only being 10 - 15 dollars a month, that's not much, so I was wondering if I could take one of these packages, and then run some tests on it -

simulate 100 people simaltaniously downloading a data file, or progressivly downloading an flv of size over 20 mb.  Is there some software that can help / achieve that.

Just thinking about it, it may be against their terms and conditions, they have rules like, if we spot high cpu drain from one user for more than 90 sec's then, we get our voodoo Witch doctor to put a curse on you.
