I have read about configuring and setting methods to recover Public Folder lists, but I have a user that deleted a local distribution list. Are those recoverable and how?

The only way that may work is the same as everything else - recover deleted items.

If that doesn't work then it cannot be done. You are probably looking at a restore from backup.
