Hi I have recently started using Cognos8

I have been advised to use Reportnet to send reports via email. Can anyone explain to me what it is and how I use it within Cognos?

ReportNet was the product version before Cognos 8.  The product naming is a bit spastic, really. ReportNet was originally a standalone web-based relational reporting tool, and was a complement to the existing Series 7 products (which embodied their DOLAP reporting tool as well as many of the performance managment and financial planning tools).  They then decided to merge the two products together, and called it Cognos 8.   Cognos 8 is effectively just a evolution of the ReportNet platform, with additional OLAP, Event and Metrics functionality (and more recent versions are rolling in the financial and performance tools too).

IN terms of using Cognos 8 to send e-mail, you can take any existing report in Cognos 8 and email its contents in various formats as either a link (which requires the recipient to log back into Cognos8) or as a file attachment.  You can also schedule reports and have them emailed at a later time.  There's also a "burst" option that allows you to email different versions of the same report to many emails.
