Is there a way to create an Exchange 2007 OWA mailbox without creating an AD user account?

I am wondering if there is a way accomplish creating an OWA mailbox without creating a new AD user account.  I have a contractor whom I would like to create a mailbox for in our system but I don't want to create a new user account unless I actually have to by rule.  Any info would be much appreciated.

Exchange 2007 clustered servers with Windows 2003 r2 64bit
CAS server with Windows 2003 r2 64bit
No Edge server.

Mailbox = user account.

Therefore if you want that use to have a mailbox they will need an AD account.
