Unable to send email, but can receive. SBS2003 ISA2004

I can receive emails but when i try to send email they never arrive?

On a client computer (XP or Vista - but you need to install the Telnet client on Vista):
  Start-->Run-->Telnet [Enter]
  Open [Enter]
  smtp.yourisp.com 25 [Enter]

Does a connection get made? You should see an SMTP banner come up from the answering server at the top of the Telnet window.
If not, then SMTP is being blocked from the client.
Do the same from the server. You should be able to get out. If you can, then make sure that Exchange is set to send email immediately:
SBS box
  Advanced Management
  YourDomain (Exchange) (Right Click and Properties --> Tick both settings Apply OK & close Server Management).
Open Server Management
  Advanced Management
  Yourdomain (Exchange)
  Admin Groups
  first admin group
  Routing Groups
  first routing group
  Connectors
  SmallBusiness SMTP connector (right click and properties)
  Delivery Options Tab
Make sure that the Connection Time is set to: Always Run.

Make sure that the SBS SMTP Outbound rule in ISA is enabled and functioning.
