sbs 2003 dhcp stops working?

SBS 2003 server - everything was running fine.  1/2 of all users all of a sudden couldn't login today.

Assign a static ip address to any client  - works fine.
went thru troubleshooting switches also (moving computers around to different switches)
enabled DHCP on a secondary server - then clients could connect. (except VPN users were getting a 169.X.X.X address.
reset DHCP on sbs (removed scope, created new one), reboot, still nothing
tried running thru CEICW again also

There were only 2 things changed over night:  
1.  A firewall blocking policy to specific websites (i.e. myspace, facebook, etc.)
2.  Enabled outbound FTP to specific sites and unchecked the "read only" parameter (isa 2004)

Any thoughts?

Just a FYI - finally fixed it.

Remove DHCP scope
Create new scope
Reapply ISA 2004 SP3
DHCP started working again

Althought I fixed it by recreating the scope, I did set this DHCP scope in ISA and have not had the issue re-occur.
