Exchange Migration between old and new server best practice?

I have an old 2003 exchange server
I have a new 2003 exchange server.
I want to migrate all my email boxes to the new server.
All my dns settings for smtp etc are set to public ip address #1
What is the best way to migrate between the two with the least ammount of downtime?

Ive tested by successfully moving mail boxes back and forth between the two servers.
However, when user #1's mailbox is moved from old server to New server and email is sent to user #1, the email is not delivered to their email box on Old server.
Should that user be getting their email or not. Does exchange forward email like this?
What is best practice for this migration procedure?

What you are seeing is very common - usual causes are a smart host on the SMTP virtual server or Antivirus software blocking port 25. As long as the two servers are in the same Exchange org Exchange will route the email for you - presuming nothing gets in the way.
