Silverlight and MS Expression

Is it true that if you don't want to write UI code manually in silverlight, you have to use MS Expression product?

Other than Expression and Visual Studio, there are really no useful tools for Silverlight.  I'm sure it will not be long before something appears.  As for now, that is your only real options.  Of couse any text editor will work, but like you said, you don't want to have to build code manually.
