Hi!
I'm going nuts!!!!  I'm the Domain, Enterprise Admin and I'm trying to install "Learnkey 70-290" and each time it gives me the error "To install this program requires Administrator priviledges, wich you do not have".  I've try creating a local admin account; it didn't work.  I've turn off the UAC and still dosen't work...  I've try the right click, run as administrator without any succes either...
I'm out of options

You might have to try logging on as the "real" Administrator.   from accepted answer to this question:

Login to Local Administrator Account with Windows Vista Home Basic.  Possible?

answer from Netman66:

Run CMD as Administrator.
Run this command: net user Administrator /active:yes
Open Regedit and fix this entry:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System::

FilterAdministratorToken = 0

For other versions of Vista, see this page:

How to access the true Administrator account in Windows Vista

the "real administrator account" is disabled by default so you have to enable it:-

Press [Windows Key] + [r] to enable the RUN option
enter LUSRMGR.MSC (the local user accounts manager)
Accept the UAC warning and continue
Double-click USERS
Double-click ADMINISTRATOR
Deselect ACCOUNT IS DISABLED
