Workflow and bug tracking software

I have a software company that is rapidly growing and although we have processes and procedures in place for operating, I have a need to track it.  The size isn't anticipated to get over 40 employees.  What is required is workflow management software to enable our SDLC.  Project managers already have their tools.  So far I've created a short list:

    Axosoft's OnTime 2007
    Atlassian's JIRA

I've figured I would need GreenHopper with JIRA for the efficiencies it provides.  Are there other products in the marketplace I'm missing?  Out of these two, from what I've tested they provide similar features.  Am I missing something in there?

Thanks.
