Scheduling software to set and run URL periodically with start and end dates

Hi,

I'm looking for some software to install on my WIndows 2003 Web server to:

1. Set up a scheduled tasks with start and End date and occurance
2. On the schdule, will run a URL to a web page, (not sure whether it needs to open IE, run it, and then close it when done)
3. [optional] Alert me me by email when a task is run

It does not have to be free. Will pay for it.
