seeing this 9604 event starting about the same time Netbackup starts yet we don't use Netackup to backup exchange?  What triggers this ?  Doe sit use temp space?  Is it documented anywhere?

Are you backing up the "Shadow Copy Components"? (part of ALL_LOCAL_DRIVES)
If so, this is probably because Exchange writers are part of the "User Data" writers. They are backed up as part of Shadow Copy Components. See http://seer.support.veritas.com/docs/272538.htm
