IO Controllers - Integrate vb.net program with Automated Concrete Site

I have a client that has 2 automated concrete sites. He wants to create a vb.net program with MSSQL DB in order to control from a central location what is happening in this 2 sites. So we need to get signals from the load cell machine, the order for loading the rawmaterials. So if you have done something similar please let me know.

I have done something similar, it was flour at bakeries , but same idea.
A much better, quicker ,and  easier way to handle the problem is an HMI program and a PLC.
I also did a VB6 project like that years ago , again using a PLC since they are much more stable for industrial control aplications.
