Awstats page getting 403 error

I have awstats installed and configured with it's own site is iis. I have followed Simon Schofield how-to for setting this up in IIS. I have tripple checked directory security on both the awstats and mysite directories and anonymous access is configured for both the sites. This is driving my nuts and I need some fresh views and thought on this...... please!

Have you give your anon user/IIS rights to your system TEMP folder? I had a program under IIS bomb out on me when I moved the location of my temp...because I hadn't assigned the anon rights to the new folder.
