Hello chjamil,
In Outlook, go to File > New > Personal Folders File (.pst). Navigate to to the PST file and open it. The personal folder opened will be separate from the existing personal folder.
Hope this helps!

Just wondering why you don't want to open this PST using Outlook? To my knowledge there's no other way, but if there was I wouldn't personally trust it. Is there some other issue preventing you from opening the PST in Outlook that we can try to resolve instead?
Cheers,
Daniel
