Who does System.EnterpriseServices.Wrapper.DLL belong to?

I keep getting an error message that VS2005 can't find System.EnterpriseServices.Wrapper.DLL when it is trying to get data from a Microsoft Access file. I've repaired Visual Studio 2005 Pro, which throws an error right at the end, but I still have the problem when I run the application I'm developing. It doesn't happen with my calls to SQL Server 2005, only Access.

Reinstall the .Net framework.
