Open a new "window" in ASP .NET not using JavaScript

Is there a way to create a pop-up window at runtime NOT using JavaScript?  I want to have much greater control and flexiblity in the control, and I want to leverage the power of the code-behind / C#.

Without using AJAX and the modal popup (http://asp.net/AJAX/AjaxControlToolkit/Samples/ModalPopup/ModalPopup.aspx) I don't know of any way to do this.  I remember trying to figure this one out awhile back and ending up going with ajax, and I haven't looked back since.
