Can not backup System State of Server 2003 using Symantec backup exec 11D

I can't backup the system State of Windows server 2003.  I'm using backup Exec 11D.
Here is the error:
V-79-57344-34110 - AOFO: Initialization failure on: "System?State". Advanced Open File Option used: Microsoft Volume Shadow Copy Service (VSS).
VSS Snapshot error. A Microsoft Volume Shadow Copy Service (VSS) snapshot is already running on the target computer. Only one snapshot can run at a time.  Try running the job later.

What I have done:
1. run vssadmin check writers.  All good
2. Reboot,  no luck
3. The only thing I am backing up is the system state, no other jobs are running at the same time.
4. Advanced open file is not checked
5. Under Exchange options all boxes are unchecked
6. On the advanced settings - I checked NEVER, in the open file when advanced open file is not in use.  I had it checked to lock before, and it failed as well.

Can anyone think of something else?  Seams that BackupExec thinks another VSS job is running.

first of all the VSS writer has to be set to manual under services.
then check if there are shadow copies being made under my computer check the 2-3 drives if shadowing is running,

You ned to check the advanced open file option and if you do not have any agents installed AOFO then check the VSS in the buttom of the screen under the job setup also check the radio button for one logical volume at a time. Last thing to mention how big is that System State ? is there also a drive D:\.

VSS works like this if the drive C:\ is where those open files are then it will try to create a temporary folder under drive D:\ and snap the files here and then write to the backup program so good to know if there is enough space.

Thank you, for some reason the shadow copy was turned off under the drive properties.  Should have known that.  
After I enabled that I was able to backup the system state and the shadow copy with Backup exec.

I'm still getting the vss error on the Replication backup.  If I uncheck it, I get a good backup.  But if I check it, then I get an error:

Backup- \\SERVER\Microsoft Site Replication Service\SRS Storage V-79-57344-33928 - Access is denied.
Access denied to database SRS MDB.
V-79-57344-33928 - Access is denied.
Access denied to database Log files.

sorry was just going over old cases here at EEX
there is now a hotfix from Microsoft for VSS writer issues you could install that and see if that sorts out the problem.

Hello,

I'm trying to backup the system state on Server 2003 with CA Arcserve and I'm getting the error message "failed to create system state snapshot" Everything else backs up except the system state. Will someone please help me to get this working:) Thanks!
