ASP.NET is not authorized to access the requested resource

OK...this one is totally pissing me off and I WANT the right answer cause i'm tired of seeing this one creep up from time to time.

I'm loading an xml doc.  i'm updating some innertext and then i'm trying to resave it.  Simple.  Except i keep getting this error:

Access to the path 'C:\Inetpub\wwwroot\monarchCMS\OwnerSiteSettings\CustomAppSettings.xml' is denied.

Now, obviously i know this is a permissions thing.  However I have tried changing the security settings on the folder a million times.  I added, and configured, read/write access to "local system" -- no dice.  Ditto for iuser_machine, and EVEN everyone.  I do NOT have a user called ASPNET in my list of users.  The only way this works is if i put:
 <identity impersonate="true" userName="xxx" password="xxx"/> into my web config with MY username and password for my machine.  This shouldnt be hard.  Why can't i get this to work.  I don't want to use identity impersonate

What version of OS is your web server?
XP Pro, Server 2000, Server 2003, Vista ????

I've run into a simular issue on an XP Pro machine.  If you give the group'Everyone' modify rights to the folder does it work then?

No, but i did figure it out.  You have to set the permissions on the file itself.  Once i gave read/write permissions to the file for 'Everyone' it worked no problem.
