Grace Period for Member server not active

Dear Experts,

I am experiencing the following problem in our Citrix Server Farm (2 Servers (1 is license server) both are running W2K3 R2 with Citrix PS 4.5 Adv.

The license server became instabil and is shutting down randomly (but that is not the problem I want to address).

While the license server is down, shouldn't the other server still be able to provide user sessions due to the fact that the grace period would become active?

In our case, as soon as the license server goes down, the 2nd server is not able to hand out any Citrix sessions any longer and the users are getting a citrix license error message.

What could cause that meaning why won't the server go into the "grace period" state?

I think you have it backwards (but someone correct me if I am wrong): the license server will continue to function if the farm has lost its connection to the data store.  Your farm will not function if it loses connectivity to its license server.

Hi BLipman,

But doesn't this article http://support.citrix.com/article/CTX105763 say that the grace period will start (kick in) even when the license server is offline? So the farrn server should still be accessible ? (For 30 days ?)

Quote "The MetaFrame server maintains an independent connection to the license server and will only deny connections if this link is broken for over 30 days."

I am having the very same issue has anyone resolved this yet?
Looking in my lmgrd_debug.log on the license server, I can see lots of this kind of thing:

Ok, you got me:

User connections to Presentation Server 3.0 and later require a connection to the
license server. If a farm member server loses connectivity to the license server, the
member server enters into a grace period. During this grace period logons are not
affected, but after the grace period expires, all user connections are denied and only
one administrator logon is granted.
Note Effective August 19th, 2004, Citrix increased the license server grace period
from four days (96 hours) to 30 days. If you obtained your license file before this
date, by reallocating your license files you can take advantage of the 30-day grace
period. See Citrix Knowledge Base article CTX104782 for more information.

That was from the PS4.0 Advanced Concepts Guide.  I am stumpped as to why you are not ok with this loss of connectivity.  What is the exact error message the users get?  What are you seeing in the event log?  Does your license server have any odd events?  
I recommend loading the license service on a different server so that one Citrix box is not dependant on the other.
