There are multiple solutions:

1. Copy the file from a network homedirectory, e.g. user home directory is mapped as H:\ and contains a folder named 'profile' with the win.ini

copy h:\profile\win.ini %SYSTEMROOT%\win.ini

2. Store the win.ini files locally in the user's folder in documents and settings, e.g.

copy %USERPROFILE%\win.ini %SYSTEMROOT%\win.ini

In both cases you need to grant change rights to the win.ini file for all your users. If you don't Windows will not be able to overwrite the file during logon.

I hope this helps!
