Can someone help with a annoying feature of NetBeans

I am designing a GUI in NetBeans and getting highly frustrated that it keeps resizing components.  I dont mind it "snapping to grid".  But double the size of things just does not make sense

I have looked in the options setting and have taken off Snap to Grid, but it still is behaving this way.

Any ideas?
