Users receiving meeting requests & a meeting request for other attendees. Requests are generating by 2 PA's with same result.

When either of two PA's create a meeting request & sent them on to managers, each manager receives their meeting request as well as a meeting request for all of the other attendees.
PA's are setup as Reviewers on each managers shared Calendar.
Any way I can prevent each manager from receiving the other managers meeting request also? I'm sure it's a setup issue I just can't figure it out.
