How do I create and publish a web page

I do not have a mac; mac.com/iweb seems easy but since I don't have a mac what is the easiest way or site i can use in order to create and publish a web page.  Are there any other services that make it easy to do this?

Easiest is to use a free blog service. You can make pretty easy and there are that support several templates and finetuning to your exact liking.

Do a search on free blog on google and you'll find lots of hits to continue your search.. :)
