This is not a server setting and I don't think you can configure this on the server.

It can be configure on the client only.

If you have the message, you already have the header of the message....To see the header, right click any message in the outlook and select Message Options, on the screen that open, show you the header also.

So, if you just want the header, you can configure that only...:)

Thank you for your reply.

what I want is to have all outlook client to download the header and content automatically. What we have now is only the header, and the user have to open the email to able to make the content and attachment download to the client PC.

I had tried to configure on the client side. Every time i change the Send/Receive Settings to "Download complete item including attachment", the setting will automatically change back to "download header only. i think there some restriction or default setting on the exchange server, or it is because IMAP can't that?

The reason i ask for that, because in case the client have disconnect from the exchange server, the client can still read the content and attachment, Since our email exchange server is host on oversea.

There is no server side setting for this. Its all client settings. Yes IMAP downloads only headers by default. To solve that when the headers are downloaded, just ask your users to select all the messages(headers) and right click and choose download message option, press F9 or send & receive button then.
